Customs clearance of cars in Ukraine under the new rules

The Verkhovna Rada of Ukraine adopted a law on customs clearance of cars under new rules. The main criteria for customs clearance, rules, cost and what should be guided by are named.

As it became known, the Verkhovna Rada of Ukraine on November 8, 2019 adopted bill No. 8487 in the second reading, which specifies the new rules for customs clearance of cars. It completely changes the calculation of the excise tax on cars, as well as introduces a period for conditionally preferential customs clearance of already imported cars on "euro badges". 250 deputies voted in favor of this law, which gave rise to a reduction in excise duty and a green light for new rules.

To calculate the amount of excise duty, a formula is introduced that was previously voiced by Nina Yuzhanina. To do this, the base rate is multiplied by the engine coefficient (unit volume in cm3 divided by 1000), and multiplied by the age coefficient (full calendar years of the car). According to reliable data, base rate for gasoline units up to 3.0 liters. is 50 euros, over 3.0 liters - 100 euros. For diesel engines up to 3.5 liters - 75 euros, over 3.5 liters - 150 euros. At the same time, it is indicated that a car for customs clearance must be no older than 15 years, otherwise other coefficients will be applied, regardless of fuel and engine. It was also said that after the entry into force of the new law on customs clearance of cars, a preferential period within 90 days, a reduction factor of 0.5. At the same time, in order to register a car on euro-number plates, it will be necessary to switch it to import mode, paying a fine of 8500 hryvnia. All funds received from the payment of fines will be sent to the Pension Fund. It is not yet known whether additional amendments will be made and where the pitfalls are hidden.

As for electric vehicles and zero VAT on this type of transport during customs clearance, the consideration of the law was postponed to the next session. For the entry of a new law on customs clearance of cars in Ukraine, it must be signed by the Chairman of the Verkhovna Rada and the President of Ukraine. The law on customs clearance will receive official force the next day after publication and official promulgation.
